The Best Promotion Management Software

A promotion has two halves: the rule that makes the discount work, and the moment a shopper sees it. This guide sorts the tools by which half they run, and what each one needs from your store.

Two kinds of promotion software

Most stores need both halves. Few tools do both well, so it helps to know which one you are buying.

Discount engines

Talon. One, Voucherify and commercetools Promotions define what a discount is, whom it applies to, how it combines with others and what it may cost. Voucherify describes stacking rules that “limit how many incentives apply in one request”; Talon. One caps spend with budgets, enforcing “the most restrictive budget limit” when several apply.

On-site promotion tools

Wisepops, Justuno, OptiMonk, Privy and Personyze’s AI promotion management decide which offer a shopper is shown, in a bar, a banner, a pop-up or a coupon. Justuno says it “does not set up any monetary logic”: the discount itself lives in your store or your engine.

How to choose promotion management software

Decide which half you are replacing — the rules, the display, or both — then compare on these:

01

Rules and stacking

Cart, product and customer conditions, which promotions combine, and spend budgets.

02

Coupon codes

One shared code, a unique code each, codes made in your store, and codes nobody can leak.

03

Who sees which offer

Every shopper the same banner, rules per audience, or an AI that picks per visitor.

04

Your platform

An API for any stack, one commerce platform, or a Shopify app.

05

Proof it paid

Redemptions and revenue, and a held-back group that shows what would have sold anyway.

06

Who runs it

Developers integrating an API, or marketers working in a visual editor.

The best promotion management software

Grouped by the half of a promotion they run, and ordered within each group by fit for a growing online store. Facts are from each vendor’s own pages in November 2026; prices change, so the tiers here are coarse.

Discount engines

The rules that decide whether a discount applies, and what it costs.

01

Talon.One

Best for large brands running complex promotions and loyalty from one rules engine

Talon. One, acquired by Adyen in 2026, is an incentives platform for loyalty programs, promotions and discounts across any channel. It generates coupon codes in bulk, caps spend with seven kinds of budget, and controls exactly how incentives combine.

Strengths

  • 170+ API endpoints
  • Stacking and budget controls
  • Per-coupon and per-customer limits
  • Loyalty and promotions together

Limitations

  • No published pricing; Starter needs at least 500k coupons
  • API-centred, with no on-site display of its own
02

Voucherify

Best for an API-first engine with published prices

Voucherify runs coupons, loyalty, referrals, gift cards and in-store promotions from one engine, with budgets, per-customer limits and velocity caps, and stacking rules across brands, markets and tiers.

Strengths

  • Published prices
  • Stacking rules and categories
  • Gift cards, loyalty and referrals
  • A 60-day trial and a free sandbox

Limitations

  • Needs developers to integrate
  • No on-site promotion display
03

commercetools Promotions

Best for enterprises building on commercetools

Cart and product discounts run on a predicate language and are evaluated as the cart changes, targeted by customer group, cart total, category or channel, with unique single-use codes generated in bulk. It comes with commercetools’ commerce products.

Strengths

  • Native to the cart and catalogue
  • Stacking as a setting
  • Bulk single-use codes
  • Campaigns without waiting on developers

Limitations

  • No published pricing
04

Discount Ninja

Best for Shopify stores that want tiered and BOGO offers without developers

A Shopify app for free shipping, fixed and percentage discounts, gifts, spend-to-save tiers, mix-and-match and BOGO, and volume discounts, with widgets that show the offer on product pages, collection pages and the cart.

Strengths

  • Many offer types
  • Control over which offers stack
  • Offer messaging on the page
  • 14-day free trial

Limitations

  • Shopify only
  • Order-based billing; promotions pause at the overage cap

On-site promotion tools

Which offer each shopper is shown, and where and when.

Best for one list of offers with the right one picked for each visitor

In Personyze, image banners, text promotions and coupons sit in one list, each with its dates, pages, language and audience, and a Promotions campaign shows each visitor the one they are most likely to act on, learning from views, clicks, codes and purchases. “Only where a coupon makes the sale” stops showing discounts to groups that buy as often without one, measured against visitors held out. Codes can be shared, one each from a pool, made in your Shopify, WooCommerce, BigCommerce or Magento store, from your coupon engine, or protected.

Strengths

  • One list instead of a campaign per offer
  • AI picks the offer per visitor and learns
  • Set up with AI from your catalog, drafts until you approve
  • Pauses by itself when stock or codes run out

Limitations

  • The discount itself is set in your store or coupon engine
  • Small audiences need time: results read “Too few yet”
06

Wisepops

Best for brands that want several on-site channels and a strategist

Wisepops runs pop-ups, quizzes, an on-site feed, web push, embeds and bars, targeted on 30+ behavioural signals, and generates a unique code per visitor for discount pop-ups, synced to Klaviyo or Shopify.

Strengths

  • Six on-site channels
  • Cart-value and segment targeting
  • Unique per-visitor codes
  • A 14-day trial

Limitations

  • Plans start at €499 a month, set after a demo
  • Codes come from Shopify or Klaviyo
07

Justuno

Best for growing email and SMS lists with targeted offers

Justuno says real-time behaviour decides what shows, when and to whom, with A/B tests of copy, offers and triggers, spin-to-win and scratch-card games, and unique codes generated from store discounts on Shopify, BigCommerce, Magento and WooCommerce.

Strengths

  • Behaviour and segment targeting
  • A/B tests of offers and triggers
  • Games and product recommendations
  • 14- or 30-day trial

Limitations

  • Not a discount engine: no monetary logic
  • Focused on list growth
08

OptiMonk

Best for gamified pop-ups on a free plan

OptiMonk’s AI builds, edits and launches pop-ups in a chat and runs A/B tests, with spin-to-win and scratch-card templates; on Shopify it generates a single-use code in the store and redeems it at checkout.

Strengths

  • A free forever plan
  • No feature gates between plans
  • Gamification templates
  • 60+ integrations

Limitations

  • Built-in code generation only on Shopify
  • The store must hold the discount
09

Privy

Best for small stores that want pop-ups with email and SMS

Privy is an email and SMS platform for ecommerce with exit-intent pop-ups, announcement bars and spin-to-win, triggered by exit intent, time on site, pages viewed, device, customer status, scroll and cart value.

Strengths

  • A low entry price
  • A displays-only plan
  • Spin-to-win with saved coupons
  • 15-day trial, no card

Limitations

  • Rule-based triggers; no per-shopper decisioning stated
  • No A/B testing on its displays page

Frequently asked questions

What is promotion management software?
Software for running a store’s discounts, coupons and offers. Some tools are discount engines that define the rules and validate codes at checkout; others decide which offer each shopper is shown on the site; a few do some of both.
What is promotion stacking?
What happens when a shopper qualifies for more than one promotion in the same order. Voucherify describes stacking rules and categories that control how incentives interact and limit how many apply in one request; commercetools makes discount interaction a setting.
Do pop-up tools create the discount?
Usually not. Justuno says it does not set up any monetary logic for an offer, and OptiMonk says the store must recognize the code. The discount is created in your store or engine; the pop-up tool shows the code, and some make a unique one from it.
What is the difference between a shared and a unique coupon code?
A shared code can be used many times by many shoppers until it expires, so it ends up on coupon sites. A unique code is single-use and easier to track. Personyze also offers a protected code, where your store’s own code is never shown and is applied once at checkout.
How do you know a promotion made money?
Hold it back from part of the eligible audience and compare. Talon. One describes a holdout that withholds the promotion from a share of shoppers, and Voucherify warns the measurement falls apart if the holdout gets the same offer another way. Personyze reports the lift over held-out visitors, audience by audience.
Should every shopper get a discount?
Not necessarily: some buy just as often without one. Personyze’s “Only where a coupon makes the sale” setting stops showing discounts to groups that buy as often without them, measured against visitors held out.
